What is a Customs Flexible Employee (CFE)?
CFE's are employed under the Australian Public Service Act as non-ongoing employees to perform irregular or intermittent duties. They are to be engaged in work areas in addition to normal staffing levels, to help meet peak work periods that cannot be best managed by regular arrangements.

How do I apply?
When positions are available, you must complete an online application via the positions vacant tab.  Before applying please ensure you have:

Completed the Self Assessment Questionnaire under the 'Is Customs for you?' tab.

I am an Australian permanent resident but not an Australian citizen can I apply?
No, all applicants must be Australian Citizens to apply.

I do not have access to the internet, is there any other way to apply?
No, all applications for Customs positions are through the internet. You can usually access the internet at a public library or internet cafe. 

How many hours of work will be offered?
There are no set hours for a CFE. The hours that will be offered depend on the operational requirements of the airport where positions are available. 

What length will an attendance for CFEs be?
There is no minimum length of attendance as a CFE however, each Airport has developed their own standard practice depending on operational requirements.  Generally, you would be expected to work no less than 3 hours in one block.

Will CFE's be 'rostered' for duty?
No, CFE's will not be rostered on a regular basis. They will be called in to meet operational demands that exceed regular staffing arrangements. Examples of such circumstances may include, peak processing periods, cover for high unexpected absences and other unexpected increase in critical work demands.

How flexible are CFE's expected to be?
CFE's will be required to notify their unavailability by days, or periods within a day, prior to the commencement of the planning cycle.  Declining offers of attendances will be monitored and performance managed, as there is an expectation that CFEs maintain reasonable availability for attendance of at least once each month.

Will CFE's be able to transfer to full time positions in Customs?
CFE's are being employed for specific roles in Customs and in a non-ongoing capacity. Should they wish to join Customs in an ongoing capacity they will be eligible to apply for advertised vacancies in the normal manner. If successful they will be required to undertake the full Customs Trainee (CT) course. There is no process for employees to transfer from non-ongoing to ongoing employment.

Do CFE's receive an additional 20% of the hourly rate of pay?
Yes, non-ongoing employees who are engaged for duties that are irregular or intermittent are entitled to receive an additional 20% of the hourly rate of the pay scale applicable to their classification. This loading is paid in lieu of leave (except for Long Service Leave or unpaid personal/carers leave for caring purposes) and payment for public holidays on which they do not work. It is not paid on top of shift penalties or overtime.

Are CFE's entitled to shift penalties?
CFE's will receive penalties in the same way as permanent officers, i.e. at 15% for attendances starting before 0630 or finishing after 1800 hours Monday to Friday, 50% on Saturdays, 100% on Sundays, and 150% on public holidays in accordance with the Collective Agreement 2007-2010.

Are CFEs subject to a probationary period?
Yes, CFEs will be subject to six month probation as specified in their notice of engagement and as determined by the Customs Probation Policy.

Are CFE's required to wear a uniform?
Yes, CFE's wear the standard issue Customs Dress Uniform.
