free on board. The term defines the cost of the goods including any cartage costs, etc., incurred in placing goods on board a vessel at the place of export. The goods are placed on board a ship by the seller at a port of shipment named in the sales contract. The risk of loss or damage to the goods is transferred from the seller to the buyer when the goods pass the ship’s rail. The customs value of imported goods includes all transport related costs incurred before the goods leave the place of export, which the purchaser must pay to the vendor as a condition of the transaction for the goods. In practice, this means that any costs for inland freight and inland insurance included in the vendor’s invoice price for the goods, form part of the Customs value—provided these transport related costs are incurred before the goods leave the place of export in the country of exportation.
